This report describes the resources for the calibration of fiber-optic power meters at the National Laboratory at Swedish National Testing Institute (SP). The need of calibration resources for fiber-optic power meters arose early. The first contacts were made in 1984 between the Swedish National Testing Institute and Ericsson Telecom and during 1985 a working group was formed consisting of people from Swedish Telecommunication Administration, Ericsson Telecom and SP. As a result a collaboration was formed with economical contribution from the Swedish Telecommunication Administration and the Swedish Council for Technical Development. Ericsson Telecom were to contribute with equipment and know-how. Calibration resources for 1300 nm single mode fiber are currently available (September 1987). Theory, traceability, verifications and completed calibrations are discussed in the report. The National Laboratory has traceability to National Physical Laboratory (NPL), Great Britain; Physikalisch Technische Bundesanstalt (PTB), West Germany; and the World Radiation Center (WRC), Switzerland. With the traceability and the present instrumentation SP calculates the total uncertainty to be ±3 % (3σ) in the radiant power from a 1300 nm single mode fiber used in the calibration of external power meters.
