National Support Structures and Capabilities for growing Digital Sovereignty through Sharing and Reuse of Open Source Software in the Public Sector
2026 (English) Report (Other academic)
Abstract [en]
Denmark faces a growing need to strengthen digital sovereignty as dependencies on dominant technology vendors limit choice, transparency, and long-term control over critical digital infrastructure. Open Source Software (OSS) emerges as a practical lever to address these challenges, enabling greater autonomy, interoperability, and shared innovation across the public sector. However, Danish public-sector organisations currently lack the common capabilities required to adopt, steward, and collaborate effectively on OSS at scale. Years of outsourcing, fragmented procurement practices, and uneven technical maturity have created structural barriers that hinder reuse and collective development.
