2025 (Swedish) Report (Other academic)
Abstract [sv]
Abstract [en]
The research project Navigationsstöd från land fas 2 (Navigational assistance from shore phase 2, NSA2) explores how land-based assistance can support the safe passage through a pilot area instead of having a pilot onboard. As part of the project, a policy lab was conducted to explore which regulations could facilitate such a service and which policies would need to be changed or complemented.
The outcome of the policy lab is a collaboration between the project members where the preconditions, the methodology and the conclusions can be found in this report. In short, we conclude that:
The Swedish Transport Agency will need to define the service and the implications in relation to compulsory pilotage, The Swedish Maritime Administration will need to specify the requirements in terms of competence and responsibility for those employees performing the service; the eligibility criteria for the vessels and crews wanting to use the service; as well as the cost of the service, and The Swedish Government should be involved in the establishment of the new service, and if positive, regulate on the responsibilities of the national authorities regarding the new service (which might require mandate from the Swedish Parliament). The policy lab suggests that the service is to be referred to as remote pilotage where the ability of the remote pilot is significantly different than that of a pilot – where a pilot can take control of the ship (conning), monitor specific instruments or see what the crew is doing, the remote pilot can suggest and inform on actions based on information available on shore and the communication established with the crew onboard. While the policy lab takes the ability of the remote pilot into account, it makes no claims on the needed competence nor experience to carry out the service.
The policy lab was conducted as a collaboration between the Swedish Transport Agency, the Swedish Maritime Administration, RISE Research Institutes of Sweden, Chalmers University of Technology, the Swedish Pilots Association, the Port of Gothenburg as well as two shipping companies. The authors are solely responsible for the report and sincerely thankful for the contributions of the participants. Trafikverket funded the project through its research portfolio for maritime research and development.
