Abstract [en]

Our current economic system operates on a fundamental logic of short-term profit maximization that drives unsustainable behaviour and accelerates resource depletion and climate crisis*. In this project, we have identified the key barriers preventing businesses and society from making genuine leaps toward sustainable and circular business models.​This research project aims to visualize how our economic and financial systems work today, identify and understand phenomena that make change difficult, and identify the most effective leverage points where policy can ways to drive transformative innovation. Through extensive stakeholder engagement with business leaders, finance professionals, policymakers, public sector representatives, and civil society, and with complements from literature, we’ve developed a comprehensive map of levers to stimulate change towards a sustainable system. The hope is that the results- empowered by visualizations- will contribute to transformative policymaking that creates a sustainable, safe, and sound economy operating within planetary boundaries - the environmental limits within which humanity can safely thrive.​

Abstract [sv]

Denna rapport analyserar klimatpåverkan från privatkonsumtionen i Malmö och

identifierar vilka insatser som krävs för att Malmö stad ska nå sitt mål om att minska

konsumtionsbaserade utsläpp i linje med Parisavtalets 1,5-gradersmål. Syftet är att ge

Malmö stad ett välgrundat kunskapsunderlag som kan ligga till grund för att prioritera

och utveckla effektiva åtgärder för en mer hållbar konsumtion och minskad

klimatpåverkan, både på kort och lång sikt.

Utgångspunkten är att Malmöbornas konsumtionsrelaterade utsläpp behöver minska

från cirka 5,7 ton koldioxidekvivalenter per person 2022 till 3,1 ton år 2030, och vidare

till 1 ton år 2050. Analysen fokuserar på tre huvudsakliga påverkansfaktorer:

• Malmöbornas livsstil, attityder och vanor

• Stadens fysiska, digitala och sociala infrastruktur som skapar förutsättningar för

livsstilsförändring

• Malmö stads möjligheter att påverka konsumtionsmönster genom egna

verksamheter, styrning och investeringar samt indirekta åtgärder

I analysen undersöks potentialen för utsläppsminskningar inom olika

konsumtionskategorier genom fyra framtidsscenarier, som sträcker sig från att inga

omfattande förändringar görs till att de mest ambitiösa åtgärderna vidtas.

Det mest ambitiösa scenariot är det enda som når målen och visar att mycket omfattande

förändringar krävs. Trots att livsstilsförändringar har stor potential att sänka utsläppen,

räcker de inte ensamma för att nå målen. Livsstilsförändringar och stödjande

infrastrukturåtgärder måste kombineras med ett kraftfullt teknikskifte. Endast genom att

kombinera dessa kan målet för konsumtionsbaserade utsläpp nås. Dessutom behöver

förändringarna omfatta samtliga konsumtionsområden, inte bara de kategorier som står

för de största utsläppen.

Rapporten pekar vidare på en rad åtgärder som Malmö stad kan vidta för att nå ut till

olika delar av konsumtionen och olika grupper i befolkningen. Åtgärderna omfattar en

kombination av infrastruktursatsningar (som utbyggnad av kollektivtrafik, cykelvägar

och digitala tjänster), stöd för beteendeförändringar (som dialog och

informationsinsatser) samt insatser som stärker social inkludering. Det är avgörande att

dessa åtgärder genomförs på ett samordnat sätt, då infrastruktursatsningar uppnår

optimal effekt först när de beaktar och integreras med beteendefaktorer. Om åtgärder

utförs isolerat finns risken att omställningsarbetet uppfattas som fragmenterat snarare än

som en sammanhängande helhet.

Ingående data visar tydligt att det finns stora variationer i utsläpp mellan stadens olika

delar och även om konsumtionskompassen endast visar aggregerade data, kan vi anta att

de allra största skillnaderna finns mellan enskilda hushåll. Det innebär att insatserna

behöver anpassas utifrån lokala förutsättningar och sociala skillnader. För att underlätta

för staden att utforma riktade insatser har projektteamet identifierat fem grupper av

delområden, där områdena klustrats baserat på gemensamma faktorer inom

inkomstnivå, boendetyp, hushållssammansättning och utsläppsnivå. Klustringen kan

med fördel granskas och förfinas genom en djupare och mer differentierad analys.

Listan över möjliga åtgärder tydliggör att många insatser även har stor potential att ge

positiva bieffekter, såsom ökad livskvalitet, bättre folkhälsa och minskad segregation.

Avslutningsvis konstaterar rapporten att omställningen till klimatsmart konsumtion

kräver samverkan, både mellan Malmö stads olika omställningsområden och mellan

stad, invånare och olika aktörer inom näringsliv och civilsamhälle. Rättvisa och

3livskvalitet måste vara vägledande i utformningen av insatserna. De identifierade

klustren kan användas för att säkerställa att åtgärderna riktas rätt och inkluderar hela

Malmö och genom att adressera både fysiska förutsättningar och individuella drivkrafter

kan Malmö stad bana väg för en hållbar konsumtionsomställning som gynnar både

klimatet och stadens invånare.

Abstract [en]

The adoption rate of zero tailpipe emission road vehicles (ZEVs) is insufficient in Sweden and the EU for the 2030 greenhouse gas (GHG) reduction targets to be met. The average life length of internal combustion engines vehicles (ICEVs) is 10-17 years and there is a higher export rate of used EVs than ICEVs, two factors that essentially lock in a large portion of emissions for nearly two decades.

This pre-study explores the potentials and challenges of retrofitting of ICEVs with electric powertrains (E-retrofit), a complementary path to fleet decarbonization. It focuses on determining vehicle types and applications where conversion is cost-effective, environmentally beneficial, and technically feasible.

Today, E-retrofitting is a niche industry, foremost focused on special-purpose vehicles with costly bodywork or equipment, such as off-road machinery, city buses, fire trucks, and last-mile delivery vans. Classic cars with high affection values that have been e-retrofitted illustrate that E-retrofit is technically feasible, though these enthusiast conversions are typically performed at high economic cost per vehicle and with negligible impact on overall fleet emissions.

The E-retrofit process includes selecting a donor vehicle, calculating energy needs, assessing total cost of ownership, designing and installing an electric drivetrain, and re-certifying the vehicle for road use. Various stakeholders are involved in this process, including E-retrofit kit developers who can develop and sell generic or vehicle model specific solutions. However, there are significant technical and cost barriers, including the integration of proprietary OEM vehicle control units (VCUs), often requiring manual adjustments and software modifications. Existing ICEV architectures also complicate battery placement, potentially affecting range, weight distribution, and needs for reinforcements, making re- certification and homologation more complex.

Even with these challenges, E-retrofitting presents a significant opportunity. In addition to the potential to achieve a greenhouse gas (GHG) emissions payback within just a few years, it helps conserve valuable materials and resources from donor vehicles, creates local jobs, and can accelerate the phase-out of fossil fuels, contributing to improved energy independence and Europe’s trade balance, even if batteries are imported.

Results from this pre-study indicate that vehicle applications with a high utilization rate, including city buses, light commercial delivery vans and off-road machinery, show strong potential for economic, technical and environmental viability for E-retrofit, compared to continued ICEV use or new BEVs. Cars, which represent the bulk of EU road transport emissions, are at present challenging to E-retrofit economically.

Finally, we recommend further investigation into the inclusion of both used EVs and E-retrofitted vehicles in the upcoming Swedish EV incentive for 2026, along with legislative changes that would allow OEMs to account for E-retrofitted vehicles in their GHG reporting within the EU. Combined with more streamlined re-certification processes, these measures could help scale up E-retrofitting as a growing industry segment in Sweden.

Abstract [en]

The global annual material throughput exceeds 100 billion tonnes. This accounts for approximately one-third of the world's energy consumption and over half of global greenhouse gas emissions from the extraction of resources to produce construction materials. Principles of circular economy offer ways to reduce this throughput. By employing circular principles and making careful material choices, businesses can transition towards a circular economy characterized by minimal waste and reliance on renewable energy sources. Some companies are now setting circular economy goals and integrating them into their business and operations. One challenge they face is - how do we choose materials based on these new goals, circular economy principles? This report introduces the Circular Material Palette Tool (CMPT) for assessing and selecting more circular materials. Inspired by nature's approach of using a limited palette of only a few elements from the periodic system to build complex systems through lowtemperature, renewable processes and renewable energy. The CMPT provides structured support to firms involved in materials choices in early phases for business and design in exploring ways for more circular material usage. The CMPT aims to support multiple use cycles of materials used and reducing waste to a minimum, fostering informed material choices aligned with eco-sustainability goals. Further, the CMPT supports setting up Circular Material Palettes (CMP), a collection of promising materials, that can meet the circular design criteria set up by the businesses. Additionally, the report provides design guidelines to optimize the use of assessed materials' strengths and weaknesses in business and product design.

Interiörer står för en betydande del av en byggnads totala miljöpåverkan under dess livscykel. Det har uppskattats att tusentals ton interiörer kan återbrukas och att dessa representerar tusentals ton koldioxidekvivalenter i klimatbesparingspotential. Kravkriterierna för Hållbar Interiör har utvecklats i syfte att komma åt just den potentialen och till rekommendationer på praxis som kan öka återbruk (IVL NrB 2351). Kriterierna fokuserar på att förebygga vanligt förekommande fenomen inom interiör- och inredningsområdet. Till exempel är det vanligt att objekt i interiören rivs eller monteras ner under inredningsprojekt oavsett skick och behov, vilket innebär att befintlig interiör ersätts med nyproducerad interiör. Det sker ofta utan analys av möjligheter att tillvarata befintlig interiör. Kriterierna tar också hänsyn till utmaningar avseende hållbara val vid planering och drift av lokaler och hållbara val av interiörer. Kravkriterierna i Hållbar Interiör bygger på en logik som följer prioritetsordningen: 1. Tillräcklighetsprincipen: Utvärdera om objektet behövs, identifiera alternativa lösningar som uppfyller behoven av interiör. 2. Använd länge: Behåll inredning, laga eller renovera vid behov. 3. Återbruka inredning från extern part 4. Inköp av ny inredning med hög miljöprestanda Kravkriterierna omfattar tre delar som viktas samman under en slutlig bedömning av uppfyllelse av kraven i detta dokument.

Abstract [en]

Product service systems (PSS) are an example of a novel business model billed as having the potential to significantly reduce the environmental burdens of production and consumption processes. However, despite widespread interest in PSS, consensus regarding their actual environmental impacts, particularly with regard to salient issues such as global warming, is lacking. Hence this paper explores existing research to investigate the state of the art regarding the climatic impacts of PSS, alongside the set of factors that influence climatic impacts. The paper comprises a systematic review of peer-reviewed academic literature, quantifying the extent to which different types of PSS have the capacity to reduce greenhouse gas emissions across multiple product categories. Our study shows that significant reductions in climatic emissions are possible, but PSS are in many cases associated with more modest reductions and, in some cases, increased emissions. Further, we observe no clear differences in climatic impacts according to the type of PSS model that is deployed. Rather, differences in climatic impact are influenced by factors such as production and design alongside use-phase impacts and contextual factors such as transportation and the energy mix. The study argues that further research is needed to establish a more robust baseline upon which to draw conclusions regarding the sources of climatic impacts, and outlines fruitful ways for companies to tackle the complexities of climatic emissions that are beyond their control.

Blickar man bakåt i historien har tekniksprång ofta skett inom specifika områden såsom ångkraft, elektricitet och informationsteknologi. Dagens teknikutveckling skiljer sig genom parallella genombrott inom flera områden som digitalisering, bioteknik, nya material och additiv tillverkning.

Därför har nationell förmåga att strategiskt förstå nyttan med och användning av ny teknik och innovation, deras roll i system, liksom förmågan att möjliggöra tillämpning och uppskalning blivit alltmer avgörande för att konsolidera och vidareutveckla både privat och offentlig verksamhet. Detta inkluderar både ny teknik och innovation, liksom att befintlig teknik tillämpas på nya sätt eller i nya kombinationer.

Sverige har länge haft en stark position inom teknisk innovation och toppar ofta internationella rankningar. Denna rapport syftar till att synliggöra aspekter som är viktiga att beakta för att identifiera och arbeta med teknikområden som är av strategiskt vikt för Sverige.

Strategic technology areas for Sweden - Results, insights, and recommendations from studies and foresight work during the spring and summer of 2024

Change is constant, but this time it’s far from 'business as usual'

Several emerging technologies have the potential, either individually or together, to reshape society in ways that are hard to imagine today. Never in history has the world faced so many simultaneous breakthroughs in transformative technologies. The countries that succeed in navigating this change will gain a significant competitive edge. Identifying areas of strategic importance for Sweden is a key piece of the puzzle. At the same time, it’s equally crucial to allow for flexibility over time and to treat this as a continuous process, based on collaboration between the public and private sectors.

When discussing emerging technologies, the term General Purpose Technologies (GPT) is sometimes used. This term refers to technologies with the potential to affect and transform a wide range of sectors across society. GPTs stand apart from other technological developments because of their broad and profound impact on both society and the economy. While other technologies often specialise in and impact specific sectors, GPTs have a much more far-reaching and versatile effect. Electricity and the internet are prime examples of GPTs.

RISE has identified four key insights on what is required at a national level to manage the transformative changes driven by technological development.
