Abstract [sv]

Blickar man bakåt i historien har tekniksprång ofta skett inom specifika områden såsom ångkraft, elektricitet och informationsteknologi. Dagens teknikutveckling skiljer sig genom parallella genombrott inom flera områden som digitalisering, bioteknik, nya material och additiv tillverkning.

Därför har nationell förmåga att strategiskt förstå nyttan med och användning av ny teknik och innovation, deras roll i system, liksom förmågan att möjliggöra tillämpning och uppskalning blivit alltmer avgörande för att konsolidera och vidareutveckla både privat och offentlig verksamhet. Detta inkluderar både ny teknik och innovation, liksom att befintlig teknik tillämpas på nya sätt eller i nya kombinationer.

Sverige har länge haft en stark position inom teknisk innovation och toppar ofta internationella rankningar. Denna rapport syftar till att synliggöra aspekter som är viktiga att beakta för att identifiera och arbeta med teknikområden som är av strategiskt vikt för Sverige.

Strategic technology areas for Sweden - Results, insights, and recommendations from studies and foresight work during the spring and summer of 2024

Change is constant, but this time it’s far from 'business as usual'

Several emerging technologies have the potential, either individually or together, to reshape society in ways that are hard to imagine today. Never in history has the world faced so many simultaneous breakthroughs in transformative technologies. The countries that succeed in navigating this change will gain a significant competitive edge. Identifying areas of strategic importance for Sweden is a key piece of the puzzle. At the same time, it’s equally crucial to allow for flexibility over time and to treat this as a continuous process, based on collaboration between the public and private sectors.

When discussing emerging technologies, the term General Purpose Technologies (GPT) is sometimes used. This term refers to technologies with the potential to affect and transform a wide range of sectors across society. GPTs stand apart from other technological developments because of their broad and profound impact on both society and the economy. While other technologies often specialise in and impact specific sectors, GPTs have a much more far-reaching and versatile effect. Electricity and the internet are prime examples of GPTs.

RISE has identified four key insights on what is required at a national level to manage the transformative changes driven by technological development.

Abstract [en]

Transportation accounts for almost one third of Sweden’s greenhouse gas emissions, of which passenger cars account for 61% (Fossil Free Sweden, 2020). However, the shift towards more sustainable mobility has accelerated in recent years, and Swedish car manufacturers have set ambitious targets for reduction. This shift is promising but implies great system-wide change including the development of new (or reformed) circular business ecosystems and business models to maximize resource effectiveness of the passenger car fleet over the whole product life cycle. To activate and coordinate this circular transformation of the car fleet, many aspects need to be considered in parallel with a systemic approach throughout the value chain. In a current project we aim to support new and established actors across the value chain to enable the development of a circular car towards 2045 through a systems perspective. The project, funded by Sweden's Innovation Agency Vinnova with support from FFI (Strategic Vehicle Research and Innovation), a collaborative program between the Swedish state and the automotive industry, involves nearly 20 partners from various stages of the car value chain. Building upon systems and trend analyses carried out in a 2023 pre-study, project partners have been engaged in a foresight process during the spring of 2024 to develop scenarios that describe different possible future states for Sweden's car fleet in 2045. Serving as input to subsequent work within the project (e.g., life cycle assessments and setting action plans), the scenarios will support the industry's transformation and help anticipate the needs for further collaboration across the value chain. The scenarios will guide and inform stakeholders of possible future threats and opportunities to better plan and make strategic priorities towards the future, allowing for the transition to a car fleet adapted for circularity.

Abstract [sv]

Syftet med förstudien Den cirkulära bilen var att börja bygga konkreta visioner som möjliggör att Sverige har en cirkulärt anpassad bilflotta med fossilfria och klimatneutrala transporter år 2045 och att bygga en solid bas för ett steg 2-projekt, som i sin tur kommer att ge stöd och kapacitet för aktörer att accelerera den cirkulära bilvärdekedjan. Projektet har samlat 13 parter från hela värdekedjan och gemensamt lagt grunden till vidare arbete i ett fortsättningsprojekt – en ansökan som genererat intresse från ett stort antal parter både befintliga och nytillkommande. Inom studien har startmöten och workshops genomförts där parter samlats digitalt och frågeställningar sonderats. Intervjuer har genomförts med parter där möjligheter och utmaningar med omställningen diskuterats. Studiebesök har genomförts där kunskapsdelning skett och samverkan möjliggjorts. Fysisk workshop har genomförts med samtliga parter. Här tittade man gemensamt på trender och möjliga framtidsscenarios genom hela systemet. Detta gav en bra grund för det vidare arbetet med steg 2. Förstudien har genererat stort intresse från aktörer i hela värdekedjan, skapat nya kontakter och möjligheter till samverkan och blivit uppstarten på en gemensam kunskapsresa för verklig förändring. Studien har initierat arbete brett i värdekedjan kopplat till gemensamma frågeställningar samt framtidsspaningar, vilket möjliggör gemensamt arbete för bred omställning och tydliggjort behovet av åtgärder som förflyttar hela systemet. Detta ses som en god grund för ett steg 2 projekt med förutsättningar för att förverkliga den cirkulära bilvärdekedjan.
