Abstract [en]

Lack of compliance of fire safety requirements issued by government, insurance companies or other is a societal concern. This report includes a survey of methods to follow-up compliance of such requirements in the context of Swedish performance-based requirements. The problem of lack of compliance is recognized in many countries but virtually no country appear to follow-up on a national level to grasp the magnitude of the problem. However, most countries have some form of review and control system. Evaluation criteria for such methods is developed and include simplicity, repeatability, cost, validation, sensitivity, reliability and evidence.

Identified methods suitable for follow-up include descriptive or analytical case studies, round robins, interviews, review and control, reporting systems or combinations of these. To be able to draw conclusions regarding cause, analytical studies are preferred but as this is more resource-intensive a combination of different methods may be most efficient.
